About Meteorological Organization

Main objective of the I.R. of Iran Meteorological Organization, along with obtaining national and international goals, is protecting life and property of people against the hazards related to water, weather and climate.
Fully understand and perform research about atmosphere and all atmospheric phenomena and collect, organize and analyze the meteorological data and information and find out and provide the outcomes, to assist planning, development and enhancement of effective efficiencies in agriculture, livestock, water, irrigation, , water, surface and underground water reservoirs, urbanization, dam construction, urban infrastructure, energy, water, improved and secure air, ground and marine communications, and environmental studies and other marine activities, air pollution, weather modification and so on are of the most chief applications of meteorology.
While in a broad vision, in many operational fields, from management to tourism, there is a major for science of meteorology, but in order to get access and provide a scientific, common and sensible view, which covers most of them, meteorological majors can be classified as follows:
1.      Aeronautical Meteorology
2.      Agricultural  Meteorology
3.      Marine Meteorology
4.      Physical Meteorology
5.      Dynamic and Synoptic Meteorology
6.      Hydrological Meteorology
7.      Atmospheric research
8.      Climatology
9.      Atmospheric chemistry and air Pollution
Atmospheric hazards should be considered as an important and effective subject in above all above mentioned majors, furthermore, regarding the main objective of the meteorology (protecting life and property of people), this issue is especially highlighted in majors like agricultural meteorology, climatology and marine meteorology.
Along with these majors, there are very valuable and vital factors and parameters that it is impossible to lead and drive science of meteorology toward the objectives of the country without taking advantage of the information resulted from them. These factors are as follows:
1.      Observation
2.      Data management and homogenize  
3.      Data modeling and synchronizing
4.      Numerical prediction and producing reliable products
5.      Providing information to public and expert users

History

Atmospheric studies have always been a subject for Iranian scientists. Therefore, many astrologists have assigned a part to atmospheric issues. Mohammad ibn Zakarya Razi, Ibn Sina(Avicenna), Omar Khayyam, Abu Rayhan Biruni (Alberonius) and famous Persian poet, Anvari are among Iranian philosopher and scientists who have left scripts about atmospheric issues in their works.
Regular meteorological activities started on measuring the atmospheric elements by the embassies of Russia and Britain in Tehran and Southern oil zones and the collected information was transferred to archival system of mentioned countries, for probable use in their research programs. Academic meteorology was set in the program of study of the Barzegaran School in 1919, instructed by French teachers, along with setting up a platform at the same location and measuring temperature, relative humidity and precipitation. This platform was completed in 1948 and measured most of the atmospheric elements. Gradually, due to the serious needs of agriculture and irrigation sectors, numbers of stations were founded across the country upon the necessity, under the supervision of the Independence Irrigation Agency of the time Ministry of Agriculture.
After World War II, Allied forces established a small meteorological unit to insure their aircrafts fights safety to meet their needs to aeronautical meteorology. At that time, Independence Irrigation Agency of the Ministry of Agriculture began training a group of meteorologist observers who graduated in 1948 and started to work at meteorological stations. Civil Aviation also established meteorological stations in major airports of the country because of the need to weather information. Due to the serious needs of planners to climatic information and statistics from various parts of country and lack of necessary coordination in establishing meteorological stations which was done by different sectors and organizations, time authorities recognized the establishment of an independent meteorological division essential and the Meteorological Administration was founded in 1955 as a subdivision of the Ministry of Roads.
Later on, this Meteorological Administration changed into an independent organization under the Ministry of War and after Islamic Revolution it became affiliated with the Ministry of Roads and Transportation once again. After establishment of the Meteorological Administration 1955, all stations founded by different departments were conceded to the Administration. These stations were synoptic, climatology and rain gauge stations which performed their own observations. Iranian Meteorological Administration became the 103rd member of World Meteorological Organization in 1959. Iranian Meteorological Organization served the transportation and aviation industry more than other sectors before Islamic Revolution and less attention was paid to applied meteorology, nevertheless, after Islamic Revolution it serves in further fields like providing hydrological and agricultural meteorology services along with its major responsibility, promotion of transportation safety and providing services to defense and security sectors and risk management in the country.
After the 10th Parliament of I.R. of Iran endorsement and the Guardian Council approval for the merger of the two Ministries of “Roads and Transportation” and “Housing and Urban” as the “Ministry of Roads and Urban Development”, I.R. of Iran Meteorological Organization became affiliated with the new Ministry.
 

Goals

 
Concerning security and welfare of the people, meteorology is required to collaborate with relevant Ministries, organizations and bodies to protect environment, improve food security, water resources, transportation, agriculture, and tourism and air pollution and other related matters.
Meeting these objectives require potential facilities including an integrated monitoring network, completion and provision of a reasonable and reliable data bank, providing quality forecasts and timely information for users. Therefore, I.R. of Iran Meteorological Organization tries to meet the needs of its professional and public users through develop observation stations, build fast and reliable communicational infrastructures, develop and enhance processing systems, prepare and issue accurate and quality predictions, initiate different media platforms such as Web, public weather screens, Dial-a-weather System (134), and take advantage of existing platforms like live and recorded TV weather presentations, publish in newspapers and issue statements and etc.. Consequently major responsibilities of I.R. of Iran Meteorological Organization could be mentioned as follows:
•         Maintaining, equipping and completion of observation networks for atmospheric observations  and other observations related to meteorology;
•         Collecting observed meteorological data collected from all internal and external stations through local and international communication network and quality control and transmitting data to other countries via international meteorological communication network;
•         Maintaining, equipping and completion of the processing systems for processing meteorological data and production of meteorological products at the shor****** possible time;
•         Establishment, maintaining and equipping the telecommunication systems to facilitate meteorological data and information transfer at national and international levels;
•         Standardizing meteorological and other associated observations to produce reliable and identical observational data and statistics
•         Preparing and issuing quality weather forecasts and warnings for users such as:
 
-          Information required by Civil Aviation Organization, Air Force, Army Aviation, Army and Navy, military and defense requirements of the country;
-          Meteorological data required for Ports and Shipping Organization, fisheries, Ministry of Oil, marine vessels and other naval units to guide the ships and determine their routes, issues related to fisheries;
-          Required information for Ministry of Agricultural Jihad and other governmental and private sectors;
-          Prepare Required information for Environment Protection Organization, Ministry of Energy, Nuclear Energy, and all relevant ministries and agencies and public and private companies;
-          Prepare and provide information required for public;
 
•         Make meteorological services more applicable in aviation, maritime, transportation, water resources, agriculture sectors and other human activities;
•         Encourage and coordinate appropriate  research and training activities in relevant fields around the Country;
•         Evaluation, analysis and study of all collected data and create necessary databases;
•         Connection with global information networks and exchange of necessary data and messages;
•         Development of activities of the training center of Atmospheric Science and Meteorological Research Center (ASMERC) in order to update knowledge and acquire new products through continuous training of new and various technologies on meteorology and atmospheric sciences, based on la****** scientific theories and hold specialized classes and short and long term courses,
•         Cooperation with universities and scientific research centers and communicating with teachers and students of meteorology and related sciences;
•         Cooperation and partnership on international scientific, technical and educational conferences;
•         Enhance knowledge level of the specialized human resources working at different levels of service through holding necessary training courses;
•         Perform required research activities regarding existing majors and develop applied meteorology research centers;
•         Programming and required software development;
•         utilize and analyze all data and perform researches and studies in all meteorology majors including:
-          Aeronautical Meteorology
-          Agricultural Meteorology
